Description:

The Traffic Management and Road Safety Learnership Programme is a structured, accredited 12-month initiative designed to develop competent, safety-conscious professionals who can contribute to reducing road accidents and improving compliance with national traffic regulations.

This programme integrates classroom-based theoretical learning with practical workplace experience, equipping learners with the knowledge, skills, and attitudes required to promote safe, lawful, and efficient road usage. It supports the Department of Transport’s Road to Safety Strategy, and the National Development Plan (NDP) vision for safer, sustainable mobility across South Africa.


Purpose of the Programme

The programme aims to:

  • Produce qualified traffic management and road safety practitioners capable of supporting law enforcement and public safety initiatives.

  • Equip learners with technical, analytical, and communication skills to monitor, manage, and report on traffic-related incidents.

  • Enhance public awareness through education, prevention, and enforcement strategies.

  • Create employment and upskilling opportunities for youth in the transport and public safety sectors.

  • Support the broader goal of reducing road fatalities and human-factor-related crashes through targeted interventions.


Programme Structure

The learnership follows a blended model of 70% workplace learning and 30% theoretical training, delivered over 12 months through accredited training providers and host employers in the transport, law enforcement, or municipal sectors.

  2. Road Safety Fundamentals and Human Behaviour in Traffic

  3. Traffic Law Enforcement Procedures and Ethics

  4. Vehicle and Driver Compliance Inspections

  5. Incident and Collision Scene Management

  6. Traffic Flow Analysis and Control Systems

  7. Hazard Perception and Risk Identification

  8. Public Education and Road Safety Campaigns

  9. First Aid, Fire Safety, and Emergency Response

  10. Professional Conduct, Report Writing, and Communication

Requirements:

Graduates can pursue various career paths, including:

  • Traffic Officer / Law Enforcement Officer

  • Road Safety Education Officer

  • Traffic Control Room Operator

  • Accident and Incident Investigator

  • Transport Compliance Officer

  • Road Safety Awareness Facilitator

With further experience and study, learners may advance into Traffic Management, Transport Planning, or Public Safety Administration roles.

Preferred Qualifications:

  • Accreditation and Qualification

    This learnership aligns to the Further Education and Training Certificate: Road Traffic Law Enforcement (SAQA ID 62289, NQF Level 4) or related Occupational Certificate: Traffic Officer / Road Safety Practitioner (QCTO) qualification.

    Learners who successfully complete the programme receive a nationally recognised qualification accredited by the Transport Education and Training Authority (TETA SETA) or QCTO, qualifying them to pursue further studies or employment in the road safety sector.
